PROBLEM TO BE SOLVED: To provide a liquid delivering apparatus which can continue the delivering operation without lowering its productivity even when a liquid delivering head becomes defective in delivering caused by polarization of a nozzle plate, and to provide a liquid delivering method. SOLUTION: The liquid delivering apparatus is equipped with a plurality of liquid delivering heads 2 which have the nozzle plate 9, cavities 19 that store liquid, and an electrostatic voltage power source 18 that generates an electrostatic attracting force by applying an electrostatic voltage between the liquid and a base material; and a counter electrode 3. The liquid is ejected by the electrostatic attraction force generated between the liquid delivering heads 2 and the counter electrode 3. The liquid delivering apparatus 1 is provided with an application time measuring means 4 which measures an electrostatic voltage application time to each of the liquid delivering heads 2. Moreover, the liquid delivering apparatus is provided with both a head selecting means 6 which selects another liquid delivering head 2 when the electrostatic voltage application time to the liquid delivering head 2 that delivers the liquid reaches a predetermined time, and a voltage application controlling means 7 which switches an object of the electrostatic voltage application to the selected liquid delivering head 2.
