PROBLEM TO BE SOLVED: To provide optimal network configurations by automatically switching and using a pure P2P form and a server client form according to the maturity of a network. SOLUTION: When the maturity of a network is low, easily manageable and inexpensive network configurations of a pure P2P form are acquired. When the maturity of the network becomes high, the pure P2P form is automatically shifted to a server client form in consideration of the currentness, matching and perfectness of data. Each terminal is made to monitor the transfer of information, and the load of information exchange is calculated from the line speed or the processing capability of the terminal, and it is detected that a threshold is exceeded, and the pure P2P form is automatically shifted to the server client form.
