PROBLEM TO BE SOLVED: To provide an image blur correcting apparatus that can be easily assembled, wherein the length of the flexible part of an elastic member can be rigidly defined, then, stable vibration-proof performance can be achieved. SOLUTION: The apparatus includes: a holding member that holds a correction optical system for correcting image blur; the elastic members 217y that elastically and movably support the holding member by the movable ends thereof in a plane perpendicular to the optical axis; a fixing member 221 that fixes the fixed end of the elastic member; and a driving means that drives the holding member in the plane perpendicular to the optical axis. The fixing member includes the same number of injection parts 232 as that of the elastic members, into which damping material is injected; a positioning part 234 for positioning the fixed end of the elastic member; and a fixing/supporting part 235 for defining and fixing the position of the fixed end of the elastic member. The fixed end of the elastic member is inserted into the injection part, the positioning part and the fixing/supporting part in this order, and then, the damping material 233 is injected into the injection part by the amount according to the damping effect, and the length of the flexible part of the elastic member is adjusted.
