PROBLEM TO BE SOLVED: To provide a charging device capable of preventing wear of a charging member when foreign matter such as toner stuck to the charging member is removed, and to provide a process cartridge provided with the charging device and an image forming apparatus provided with the charging device. SOLUTION: The charging device includes: a charging roll 2 disposed in contact with a rotating image holder and used to charge the surface of the image holder while following the rotation of the image holder; and a cleaning roll 1 disposed in contact with the charging roll 2, wherein the dynamic friction coefficient of an elastic layer 1b relative to the charging roll 2 is distributed so as to increase from one end of the elastic layer 1b to the other end in the lengthwise direction and then decrease.
