SOLUTION: A first combustion burner 10A on the embodiment has a high viscosity fuel supply passage 12 feeding the high viscosity fuel 11, a high viscosity fuel jetting hole 13 jetting the high viscosity fuel 11, an air supply passage 105 feeding air 104, an air jetting hole 106 jetting the air 104, a pressurized water supply pipe 112 feeding the pressurized water 111, a pressurized water jetting hole 113 jetting the pressurized water 111, and a thermal insulation space 14 peripherally arranged on the outer peripheral of the pressurized water supply pipe 112 and cooling the pressurized water 111, and is formed by being arranged in a concentrically circular shape in order of the pressurized water supply pipe 112, the air supply passage 105 and the high viscosity fuel supply passage 12 from the substantial center of a cross section orthogonal to the flowing direction of the pressurized water 111.
