PROBLEM TO BE SOLVED: To solve the problem that water a repellency layers peels off without obtaining the adhesion strength of the water repellency layers and a nozzle substrate if a silicone resin is applied to the nozzle substrate in an atmospheric air and water repellency layers are formed.

SOLUTION: This nozzle board 3 is made by forming water repellency layers 32 which consist of silicone resin layers in the delivery surface side front surface of the nozzle substrate 31 which consists of an Ni metal plate in which a nozzle hole 34 used as a nozzle 4 is formed. There is no oxide film between the nozzle substrate 31 and the silicone resin layers which is the water repellency layers 32. On the other hand, on the surface of the wall 34a of the nozzle hole 34 of the nozzle substrate 31, a natural oxidation film or an oxide film 35 formed as an anti-liquid-contact film separately to improve the liquid contact property of the nozzle substrate 31 is formed.
