PURPOSE:To improve an encoding efficiency except at the time of a scene change, and to attain the encoding processing of a high picture quality by suppressing the generation of information amounts at the time of a scene change. CONSTITUTION:The inter-frame difference of an animation video signal such as a television signal is searched by a subtracter 14, and the difference output signal is compression-encoded by a circuit 15 for an orthogonal transformation such as DCT or a quantizer 16. When the scene change is detected by a scene change detecting circuit 32, a changeover switch 33 is switched and connected with a terminal (b) to be selected, a video signal from a movement compensating circuit 21 is transmitted to the subtracter 14, and the output from the subtracter 14 is turned to 0. Thus, the increase of the information amounts at the time of the occurrence of the scene change can be preliminarily prevented. |
