PURPOSE: A method for making an emergency call by using a cellular phone is provided to notify a base station of self user information in an emergency, so as to actively process the emergency to remove a user uneasiness. CONSTITUTION: A controller checks whether a power of a cellular phone is turned on(S101). If so, the controller performs a self diagnosis and an initialization(S102). The controller checks whether an emergency key is pressed(S103). If so, the controller transmits an alarm message signal corresponding to the pressed key to a mobile exchange network(S103). The mobile exchange network checks whether the alarm message signal is received(S108). If so, the mobile exchange network transmits a location tracing signal to a cellular phone transmitting an alarm message(S109). The mobile exchange network retrieves a data base of an emergency manager adjacent to the cellular phone(S110), and transmits a call signal to the emergency manager(S111). If the location tracing signal is transmitted(S105), the controller checks whether an emergency releasing key is inputted(S106). If so, the controller transmits an alarm message releasing signal to the mobile exchange network(S107). If the call signal is transmitted to the emergency manager, the mobile exchange network checks whether the alarm message releasing signal is received(S112). If so, the mobile exchange network transmits a call releasing signal to the emergency manager(S113). If the controller decides that the power is not turned on or that the emergency key is not pressed, the controller returns to the step'(S101)'. If the controller decides that the location tracing signal is not received, the controller returns to the step'(S104)'.
