PROBLEM TO BE SOLVED: To provide a method for inserting an electronic watermark capable of easily inserting a recordable electronic watermark without decreasing a recordable electronic watermark detection rate even at the time of inserting a recordable watermark into a scaled video, and then scaling the video again. SOLUTION: An electronic watermark including duplication control information is detected, and the scaling rate is detected in a step A1. When any electronic watermark including the scaling rate information is not detected in a step A2, the scaling rate is printed in a digital video as electronic watermark information, and a recordable electronic watermark is inserted at unmagnification in steps A3 and A4. When the electronic watermark including the scaling rate information is detected in the step A2, a scaling rate is obtained from the scaling rate information of the electronic watermark including the scaling rate information, and the scaling rate for detecting the recordable electronic watermark is calculated, and the recordable electronic watermark is detected at the calculated scaling rate in steps A5-A7.
