Hand-operated tire pump comprises an outer cylinder (60) having a chamber (61), a head (63) provided on one end of the outer cylinder and having an outlet (71) connected to the chamber to pump air to an object to be pumped up, an inner cylinder (20) moved backward and forward in the outer cylinder and having a longitudinal bore (22), a piston rod (10) moved backward and forward in the longitudinal bore of the inner cylinder, and a handle (11) fixed to one end of the piston rod and moving with the piston rod. The inner cylinder is rotatable relative to the outer cylinder and, when the inner cylinder lies in a first angle position relative to the outer cylinder for pumping up with a large volume, the inner cylinder moves backward and forward in the longitudinal direction. When the inner cylinder lies in a second angle position relative to the outer cylinder for pumping up with high pressure, the inner cylinder cannot move in the longitudinal direction.
