<P>PROBLEM TO BE SOLVED: To manufacture a fuel electrode whose electric characteristic of a fuel cell are improved in a method of manufacturing the fuel electrode of the fuel cell in which the fuel electrode containing a catalyst for removing an electron by a catalytic reaction and an oxidizer electrode opposed through an electrolyte film from an alkaline aqueous solution of a metallic hydrogen complex which is fuel. <P>SOLUTION: The powder of a hydrogen storage alloy is thrown into the aqueous solution composed of an alkali fluoride and a hydrogen fluoride, and fluorinated while the hydrogen storage alloy is pulverized by a pulverizing means, and a catalyst is derived. The powder of the fluorinated hydrogen storage alloy and a substance capable of oxidizing, a hydrogen, such as, for example, palladium are mixed with a liquid resin of cation exchange nature used in order to reduce the concentration of the anion of hydrides in the front surface of the catalyst, and a mixture is obtained.
