The powder of the fluorinated hydrogen storage alloy and a substance capable of oxidizing, a hydrogen, such as, for example, palladium are mixed with a liquid resin of cation exchange nature used in order to reduce the concentration of the anion of hydrides in the front surface of the catalyst, and a mixture is obtained.
