PROBLEM TO BE SOLVED: To effectively suppress the distribution of biological information unintended by a producer and a distributor of a video content, and appropriately protect privacy of a person that appears in the video content.SOLUTION: An image processing device includes an image input part for inputting image data in which a person is imaged, a region detection part for detecting a region of a specific color of the image data, a filter part for smoothing a pixel value in the region of the specific color detected by the region detection part using a frame of the image data input in the image input part and frames of each image data before and after the input in the image input part, a coding part for coding an output image of the filter part, and an output part for outputting the output image of the filter part coded by the coding part.SELECTED DRAWING: Figure 9
