A heater on-time computing unit, provided in a heater control device, has a first fuzzy neural network for computing a heater on-time in accordance with a surface temperature of a heat fixing roller and a surface temperature change obtained from surface temperatures. A roller surface temperature predicting unit has the second fuzzy neural network for computing a predicted temperature of the heater in accordance with a surface temperature, a surface temperature change obtained from surface temperatures, and a heater on-time computed by the heater on-time computing unit. Thereby only roughly setting of parameters is required because the parameters are adjusted by sequential learning so that the optimal heater on-time is obtained. Therefore, the programming is simplified and it is possible to comply with differences in such as models, individuals, deterioration due to aging, and changes in environments. <IMAGE>
