PROBLEM TO BE SOLVED: To provide an electric power plant in which no NOx gas is produced and CO2 gas is easily recovered. SOLUTION: A natural gas which is passed through a desulfurization apparatus 1 for carrying out desulfurization and air are supplied to a fuel cell 2. An exhaust gas G1 in the fuel side of the fuel cell 2 is introduced into a combustion apparatus 3 and an exhaust gas A1 in the air side is introduced into a heat recovery apparatus 4 in the air side. DC electricity generated by the fuel cell 2 is supplied to a water-electrolyzing apparatus 5 and a d.c./a.c. converter 6. Hydrogen produced by electrolysis by the water-electrolyzing apparatus 5 is supplied together with the natural gas to the fuel cell and oxygen is introduced into the combustion apparatus 3. The combustion gas G2 from the combustion apparatus 3 is introduced into a waste heat recovery apparatus 7 in the fuel side. The combustion apparatus G3 from the waste heat recovery apparatus 7 in the fuel side is introduced into a carbonic acid gas separator 8 which separates carbonic acid gas and water.
