SOLUTION: A CPU 110 inputs a rotation count (n) with a specific small rotary angle of a motor M to be outputted from a rotary angle sensor E and detects a rotary angle θ. A position detection device 16 detects output values u, v, and w of a Hall element corresponding to each of three phases and outputs them to the CPU 110 via an input interface(IF) 114. Since the output value n of the rotary angle sensor E becomes zero when output wiring is disconnected, the detection electrical angle θ is outputted to a failure detection processing block as a value outside a prescribed value, for example 400 in rotary angle detection. The failure detection processing block executes motor stop processing, Hall element failure processing, or rotary angle sensor failure processing according to the failed state when a failure is detected.
