PROBLEM TO BE SOLVED: To solve the problem that the long life of a battery is hindered because of a state that data is always received in a data communication with an external device and that there exist many opportunities to receive erroneous data due to a noise or the like. SOLUTION: A data-communication-permission-signal generation circuit 19 is installed in such a way that the data from the external device is received when a local-time-variance correction function is selected.
