A plurality of cells comprise a primary cell with a primary physical uplink control channel (PUCCH) and a PUCCH secondary cell with a secondary PUCCH. The wireless device transmits a scheduling request on one valid PUCCH resource for a scheduling request resource in a subframe. The wireless device selects one of the primary PUCCH and the secondary PUCCH as the one valid PUCCH resource for transmitting the scheduling request in the subframe when the wireless device has more than the one valid PUCCH resource for the scheduling request in the subframe.

1. A method comprising:
receiving at least one message comprising configuration parameters of a plurality of cells comprising:
a primary cell with a primary physical uplink control channel (PUCCH) transmitted to a base station; anda PUCCH secondary cell with a secondary PUCCH transmitted to the base station; instructing a physical layer, by a media access control (MAC) entity, to transmit a scheduling request signal on one valid PUCCH resource for a scheduling request in a subframe, wherein the MAC entity selects one of the primary PUCCH and the secondary PUCCH as the one valid PUCCH resource for the scheduling request to transmit the scheduling request signal in the subframe when the MAC entity has more than the one valid PUCCH resource for the scheduling request in the subframe; and transmitting, by the physical layer, the scheduling request signal on the one valid PUCCH resource.
