[Solution] Provided is a control device provided with a means for acquiring the demand information or supply information of a first communication service in which a prescribed frequency band is used and the demand information or supply information of a second communication service in which the prescribed frequency band is used secondarily, and a control unit for allocating the communication resource of the prescribed frequency band to the first communication service and the second communication service on the basis of the demand information or supply information.
