PROBLEM TO BE SOLVED: To measure an inclination of a photo-detecting surface with precision even when it moves slowly or swings. SOLUTION: A light is projecting in conical shape to a photo-detecting surface 2 from a floodlight 1, and an egg shape image formed of a light-reception point on the photo-detecting surface 2 is measured with a CCD camera 4, and longitudinal and lateral lengths r1 , r2 , and r3 of the egg shape image from the center of the conical projection of it which was measured are calculated by processing the signal of the CCD camera 4, and from the value of length r1 , r2 , and r3 , an inclination angleθfrom an orthogonal plane against the center line of the conical projection of the photo-detecting surface with the use of an equationθ=cos<-1> (r1 /2*(1/r2 +1/r3 )).
