<P>PROBLEM TO BE SOLVED: To provide a hydrogen generator capable of easily generating hydrogen, and to provide a fuel cell capable of realizing smaller size using the hydrogen generator. <P>SOLUTION: The hydrogen generator housing in a container a hydrogen generating material which reacts with water in a heated state to generate hydrogen but does not substantially generate hydrogen at ordinary temperature is equipped with a means to heat the container from the outside of the container, so that the container is heated in a state where water is supplied to the container to make the hydrogen generating material react with the water.
