PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrolytic capacitor having a large capacity that is fully close to a design capacity more easily. SOLUTION: The electrolytic capacitor forms a conductive macromolecular layer for cathodes or an electrode for electrolysis at least on one surface of a valve metal for anodes in valve metal foil for anodes that has a through hole and whose surface is roughened, and performs electrolysis with the macromolecular layer as the anodes in a conductive monomer solution and forms an electrolytic formation conductive macromolecular layer on the surface of the dielectric oxide layer in the valve metal foil as the electrolytic capacitor, thus easily obtaining the electrolytic capacitor having a large capacity fully close to a design capacity.
