PROBLEM TO BE SOLVED: To provide an encryption key management apparatus capable of preventing data on a private personal computer from being viewed by a third party by making an encryption algorithm using a pseudo random number generator for generating pseudo random numbers of a chaos system to be hardly decrypted. SOLUTION: In the encryption key management apparatus for managing an encryption key 1d configured so as to be detachably attached on an external apparatus 2d, the external apparatus 2d is provided with an initial value table 83 storing a encryption key number and an initial value of a chaos function for each encryption key 1d so that they are correlated, and a transmitting section 22d for reading an initial value corresponding to a number of an encryption key 1d attached on the external apparatus 2d from the initial value table when the encryption key 1d is attached on the external apparatus 2d and transmitting the read value to the encryption key. The encryption key 1d is provided with a memory 13d for storing the initial value from the external apparatus 2d, and a pseudo random number generator 14 for generating pseudo random numbers of the chaos system on the basis of the initial value stored in the memory 13d, the data size of data and the chaos function.
