PROBLEM TO BE SOLVED: To provide a camera for systems, a monitoring system, and a monitoring method capable of photographing at an optimum angle, with no dead angle. SOLUTION: A feature comparing means 23 compares the feature information of a moving body that is extracted by a feature extracting means 22 with that extracted by a peripheral camera for a system. A photography evaluation value comparing means 28 compares a photography evaluation value with that of a peripheral camera for a system. A change (inference) means 28 which also acts as the photography evaluation value comparing means 28 changes photographing range of a photographing means 21 according to the photographing range information of the photographing means 21 from a peripheral camera for a system, the comparison result of the feature comparing means 23, and the comparison result of the photography evaluation value comparing means 28.
