A catalyst for purifying exhaust gas, a method for manufacturing the same, and a method for purifying exhaust gas using the same are provided to suppress trade-off related to a catalyst reaction of palladium and rhodium caused by alkaline earth metals added after thermal deterioration. A catalyst for purifying exhaust gas includes a first catalyst activating component and a second catalyst activating component. The first catalyst activating component is formed by submerging palladium and barium in a first fire-resistant inorganic oxide. The second catalyst activating component is formed by submerging at least one of rhodium and platinum in a second fire-resistant inorganic oxide. The mole ratio of the first catalyst activating component to the palladium is 0 to 2.
