PROBLEM TO BE SOLVED: To provide an ink applying apparatus and an ink applying method by which a coating film having uniform film thickness is formed on a material to be coated. SOLUTION: The ink applying apparatus for applying ink 7 on the material 5 to be coated has an airtight housing 2 capable of introducing outside air, an ink jet head 6 provided inside the housing 2 and structured so that the ink is discharged to the material 5 to be coated while linearly moving along the material 5 to be coated in a prescribed direction and a first and a second exhaust means 81, 82 respectively having a first and a second exhaust port 91 provided in the front side in the moving direction of the ink jet head 6 and for discharging the atmospheric gas inside the housing 2.
