PROBLEM TO BE SOLVED: To provide ProSe including EPC-level ProSe Discovery, while taking the consent of the user, to the use of position information, into account.SOLUTION: A controller 4 receives the user consent information of a first wireless terminal 1A from a subscriber information server 33. The user consent information includes user's consent to utilization of positional information capable of estimating the position of the first wireless terminal 1A. Furthermore, the controller 4 operates to communicate with at least one of the first and second wireless terminals 1A, 1B, in order to perform discovery for detecting the proximity of the first and second wireless terminals 1A, 1B.
