A data compressing apparatus and a method thereof are provided to reinforce weak points of VLC(Variable Length Coding) and FLC(Fixed Length Coding) types, thereby efficiently performing the restoring of data. A frequency converter(110) converts time domain data into frequency domain data. A sorter(120) determines encoding types for the frequency domain data according to the occurrence probability of the converted data. A VLC encoder(130) encodes frequency domain data, which are determined to be encoded by a VLC type. An FLC encoder(140) encodes frequency domain data, which are determined to be encoded by an FLC type. A memory(150) rearranges the encoded data such that data having the same encoding type adjoin one another.
