<p><P>PROBLEM TO BE SOLVED: To manage a document even if the duplication of the document is created by a recording medium. <P>SOLUTION: When there are the copy directions of the document, an image forming apparatus 10 reads the picture formed in the recording medium 3, reads the document ID from the picture and transmits to a server 12. The server 12 collates the data memorized by the transmitted document ID and the document database, and judges whether the discard of the document is required. The image forming apparatus 10 accepts the collating result from the server 12, and performs the copying of the recording medium 3 which had picture formed. The server 12 adds the number of the documents copied to the total number of the documents. A Shredder 16 reads the picture formed in the recording medium 3 of a reader 160, reads the document ID in the picture, transmits to the server 12, and cuts finely and discards the recording medium 3 when there are the discard directions.
