<p><P>PROBLEM TO BE SOLVED: To predict demand in accordance with demand variations peculiar for a network. <P>SOLUTION: A demand prediction server device 10 previously stores, in an external factor table, events in the case of publishing information relating to services in a predetermined information source (external site 1) on a network as external factors that affect demand to the services of an internal site 4 and previously stores, in a resource management table, resource types (namely, the number of Web servers or AP servers, storage size and the like) meeting each of predictive demand for each predetermined range of the predictive demand.
