<p><P>PROBLEM TO BE SOLVED: To solve the following conventional problems: when a watchman patrols a fishing place (including headwaters or a ravine), the watchman blindly patrols a large number of headwaters or ravines according to a conjecture of the watchman to patrol even an unnecessary place, and it is difficult to visually confirm an angler when angling in an impenetrable place. <P>SOLUTION: A headwater/ravine monitor 20 photographs an approaching object video by a thermography monitoring camera by receiving output of an approach sensor, transmits it to a fishers cooperative system 30, and transmits reception impossibility or an approval number received from a angling approval device 11. The system 30 decides whether an object photographed in the video is a person or an animal by silhouette collation, instructs reception of the approval number when it is the person, investigates an approval start day and a registration situation into a user DB of the received approval number, decides whether the person is an angling approver or a poacher by whether it is registered or not and whether it is within an approval period or not, decides the poacher/a person except the angling person by silhouette-collating the video when receiving the reception impossibility, and displays a result together with an installation district name of the monitor 20. <P>COPYRIGHT: (C)2007,JPO&INPIT</p> |
