A composite catalyst for removing PCBs(polychlorinated biphenyls) and dust at the same time by doping or coating a catalyst on a bag filter or a bag filter filtering material such as Teflon, glass fiber or ceramics, and a preparation method of the composite catalyst are provided. A catalyst for removing PCBs(polychlorinated biphenyls) at a low temperature is a Ti-A-B composite catalyst, wherein A is at least one Group V metal selected from V, Nb and Ce, and B is at least one Group VI metal selected from Cr, Mo and W. In the Ti-A-B composite catalyst, a weight ratio of Ti to A and B is from 1:1 to 1:100, A:B is from 10:1 to 1:10 by weight ratio, a weight ratio between the A metals is not limited within a weight ratio of the Ti-A-B composite catalyst provided that two or more A metals are used, and a weight ratio between the B metals is not limited within the weight ratio of the Ti-A-B composite catalyst provided that two or more B metals are used. |
