The voltage control device pertaining to the present invention is a voltage control device for controlling voltage controllers such that the voltage of a power distribution system voltage control system is maintained within a proper voltage range. The voltage control device is provided with: a variation calculation part 621 for calculating, by using voltages measured by the voltage controllers and active power, a voltage margin, that is, the difference between voltages measured by the voltage controllers and a proper voltage upper-limit or proper voltage lower-limit value, and a voltage sensitivity, that is, the ratio between a variation in the active power and a variation in the voltage; an upper-limit/lower-limit change request information generation part 623 for generating upper-limit/lower-limit change request information used for requesting other voltage control devices to change the upper-limit values or lower-limit values of target control ranges thereof; an upper-limit/lower-limit change processing part 624 for changing, upon receiving upper-limit/lower-limit change request information, the upper-limit value or lower-limit value of the target control range of the host device in accordance with the content of the upper-limit/lower-limit change request information; and a communication processing unit 61 for transmitting the upper-limit/lower-limit change request information to voltage control devices other than the host device.
