A water- and oil-repellent composition which makes it possible to obtain an article that is water-repellent, oil-repellent and durable to washing and heavy rain and that has excellent texture, a production method of said composition, and an article that is water-repellent, oil-repellent and durable to washing and heavy rain and that has excellent texture are provided. The water- and oil-repellent composition contains a liquid medium, and a copolymer comprising a unit based on a monomer (a), a unit based on a monomer (b) and a unit based on a monomer (c). Monomer (a): a compound represented by (Z-Y)nX (Z: a perfluoroalkyl group, etc., of 1-6 carbon atoms; Y: a divalent organic group, etc.; n: 1 or 2; X: a polymerizable, unsaturated group). Monomer (b): a (meth)acrylate having an alkyl group of 20 or more carbon atoms, and not having a polyfluoroalkyl group. Monomer (c): a compound represented by CH2=CR1C(O)O-[(C2H4O)a(C4H8O)b]-H (R1: a hydrogen atom or a methyl group, and a/b = 1 to 3).
