PROBLEM TO BE SOLVED: To improve the program overdrive detecting ability of a control part by outputting a stop signal to an watch dog timer means if it is determined that a key code is right at the time of shifting to a low power consumption mode. SOLUTION: This device is provided with the control part 1 for controlling each part of the control device having the low power consumption mode, and the watch dog timer part 2 for preventing overdrive and dead lock of a program in the control part 1. Then, at the time of shifting to the low power consumption mode, if it is judged that a stop direction and the key code to make effective the stop direction to the watch dog timer part 2 from the control part 1 are right, an watch dog timer access signal generating part 3 permits to output the stop signal to the watch dog timer part 2. Thus, an inconvenience that the watch dog timer part 2 is to be ineffective accompanying with that the control part 1 erroneously perform an watch dog timer stop bit access is prevented.
