PROBLEM TO BE SOLVED: To avoid the recording failure in an abnormal state that is caused by the cut of a recording tape and to improve the monitoring reliability by monitoring a monitoring area based on the evaluation value data obtained by applying the prescribed signal processing to the image pickup data which are obtained by photographing the inside of the monitoring area. SOLUTION: A digital signal processing circuit 6 applies the prescribed signal processing to the image pickup data D1 given from an analog signal processing circuit 5 to generate the image data D2, outputs the data D2 to the outside and also generates the evaluation value data D3-D5. An analog signal processing circuit 12 transmits the outputs of horizontal and vertical angular velocity sensors 11A and 11B via an A/D converter 13 as the evaluation value data D6 and D7 respectively. A microcomputer 7 detects the abnormal state such as the changes and vibrations caused in a monitoring area based on the evaluation value data D3-D7 and transmits a picture recording control signal S15 to a switch control part 14 to execute or stop the recording of the data D2.
