PROBLEM TO BE SOLVED: To set and change a parameter in accordance with plural states without using a CPU interface (data write function) by setting and changing the parameters of respective units in accordance with the state of a system. SOLUTION: An external information fetch state discrimination circuit 2 discriminates fetched external operation information 1, and in the case that the external operation information 1 is in a first state, the level of state identification signals becomes 'LOW' and a memory 9 is selected by an inverter 8. In the case of a second state, the level of the state identification signals becomes 'HIGH' and the memory 10 is selected. Also, the state identification signals are switched in a changeover detection circuit 6 and a prescribed pulse is generated. Then, a memory data fetch circuit 7 fetches the stored contents (parameter) of the memory 9 or 10 with the generated pulse as a trigger and the read parameter is set to the register of a processing circuit 11.
