PROBLEM TO BE SOLVED: To optimally apply embossing processing to any kind of foil by making a pair of rollers mutually and relatively movable and providing operation stages mutually movable to the predetermined engaging positions of the tooth parts of the rollers in order to enable self-stabilizing operation. SOLUTION: The tip parts of the teeth of both emboss processing rollers are made flat and teeth are made short byΔA of which the value is set to at least 2% of the height of teeth. In order to make the rollers mutually movable to a position having stability, the rollers are made mutually movable with a relative axial play at least half, pref., 3/4 the tooth pitch of the rollers. The flanks of teeth come into contact with each other to generate mutual acting height Eh1. Since the rollers are rotated, they become easy to move in an axial direction and, if they are perfectly meshed mutually at the flanks of the teeth, the tooth parts of them penetrate each other more deeply to generate smaller acting height Eh2. Therefore, the tooth parts are dynamically stabilized.
