PROBLEM TO BE SOLVED: To perform authentication even if a fault occurs in a management device that manages passwords in a centralized manner, and to improve security rather than the prior art. SOLUTION: A management device 20 issues new authentication information each time it is accessed from a user terminal device 10, and newly generates a password based on the issued authentication information. The management device 20 updates a former password within a user authentication device 30 and notifies the user terminal device 10 of the newly generated password and the authentication information used for generating the password. The user terminal device 10 updates former authentication information stored in an authentication information storage means 12 when it is notified of the authentication information and the password from the management device 20. The user terminal device 10 generates the same password as one generated by the management device 20 based on authentication information in the storage means 12 when it is not notified of the authentication information and the password from the management device 20 even if access to the management device 20 is attempted.
