An information recording medium (100) is provided with a first recording area (area without wobbles), which is for recording or reproducing recording information and has unpreformatted control information, i.e., clock information (wobbles) or address information (LPP); and a second recording area (area with wobbles) having preformatted control information. In the second recording area, a part of or the entire section (FS1a) of management information (File System) for managing recording positions or reproducing positions of the recording information can be arranged or recorded.
