An image signal processing method, a program of an image signal processing method, a recording medium which records the program of the image signal processing method, and an image signal processing apparatus are provided to measure the level of noise mixed into video content signals accurately so that the accuracy of noise-level measurement can be improved. A pixel region feature quantity extracting unit(21) detects an in-plane feature quantity indicating a noise level in an input image signal per region set up by the input image signal. A noise free region detecting unit(23) judges the in-plane feature quantity detected in the pixel region feature quantity extracting unit(21) as a threshold value for a noise free region, and excepts a region where the in-plane feature quantity is lower than the threshold value for the noise free region from a noise level measurement object. A noise level measuring unit statistically processes the in-plane feature quantity of a region which remains in the noise free region detecting unit(23), and outputs a noise level measurement result.
