A controller for a continuously variable transmission is provided to reduce a shift shock by changing an RPM(Revolution Per Minute) of an engine step by step. A throttle detection unit(21) senses an opening state of a throttle. A speed detection unit(16) senses a speed of a vehicle. An RPM detection unit(22) senses RPM of an engine. An actuator is used for changing a shifting ratio of a continuously variable transmission. A target value output unit(23) outputs a target RPM as a function of the opening state of the throttle and the speed of the vehicle. A transmission property decision unit(24) decides a driving direction and a driving speed of the actuator on the basis of a difference between the target RPM and a rear RPM. A transmission property transfer unit updates the present target RPM according to a driving mode selected by the transmission property decision unit.
