<P>PROBLEM TO BE SOLVED: To provide a copying management system for a printed matter enabling only a person who has a proper right to copy the printed matter to perform copying. <P>SOLUTION: A first recording medium 200 on which a copying unit price for the printed matter that is an object to be copied is recorded is stuck to the printed matter in advance, and also electronic money is recorded on a second recording medium 300. When the number-of-copies input means 20 inputs the number of copies after a first recording medium reading and writing means 10 reads the copying unit price from the first recording medium 200, a charge calculation means 30 calculates a charge for copying. Moreover, a clearing processing means 50 clears off the charge for copying by using the electronic money read from the second recording medium 300 by a second recording medium reading and writing means 60.
