PROBLEM TO BE SOLVED: To change a phase of a signal linearly or nearly linearly with respect to an applied voltage.SOLUTION: In a phase conversion apparatus 10, an input/output device 20 outputs a signal that is inputted to an input terminal 21 from a reflection terminal 22 and outputs a signal that results from reflecting the signal outputted from the reflection terminal 22 from an output terminal 23. A reflection circuit 30 includes a connection terminal 31, a variable capacitance element 32, an impedance transformer 33 and an inductive element 34. The connection terminal 31 is connected to the reflection terminal 22. One end of the variable capacitance element 32 is grounded. One end of the impedance transformer 33 is connected to the other end of the variable capacitance element 32. The other end of the impedance transformer 33 is connected to the connection terminal 31. The impedance transformer 33 makes impedance of the variable capacitance element 32 close to a short-circuit state. One end of the inductive element 34 is grounded.
