A method, an apparatus and a communication system for configuring channel measurement, in order to efficiently ensure channel conditions of a cell transmitting a PUCCH to which a secondary eNB corresponds in a small cell system, includes: configuring a terminal with a measurement object and reporting configuration; wherein the measurement object indicates a frequency needing to be measured, the reporting configuration indicates a measurement report condition, the measurement report condition being that a measurement result of a neighboring cell is better than a sum of a measurement result of a cell transmitting a PUCCH to which a secondary eNB corresponds (SPCell) and a predefined order value, or a measurement result of a neighboring cell is better than a first threshold value and a measurement result of an SPCell is worse than a second threshold value, and the neighboring cell being a cell at the frequency indicated in the measurement object. |
