PROBLEM TO BE SOLVED: To provide a radio base station which can reduce the power consumption by optimizing up and down links according to a traffic state and controlling the power source of a high power amplifier and the mobile communication system which uses it. SOLUTION: The base station(BS) 1 has a transmitter receiver boards(TRX) 10 and 11 inside and communicates through a digital automobile telephone system with mobile telephone sets 3, 6, and 8 present in a cell 9, wherein a radio wave 7 is hard to reach the MS8 at a distance from the BS1, a radio wave 7 is hard to reach the MS3 because of an obstacle 4, etc., and a radio wave 5 is easy to reach the MS6 nearby the BS1. The radio waves 2 and 7 used to communicate with the MS3 and MS8 at weak electric field positions are assigned to the transmitter receiver board 10 which uses the high power amplifier of the BS1 and the radio wave 5 used to communicate with the MS6 at an strong electric field position is assigned to the transmitter receiver board 11 which does not use the high power amplifier.
