PURPOSE: A system is provided to increase safety and to make a capstan fill more by controlling the speed of the capstan without removing a material and reducing the section in a material processing line. CONSTITUTION: The system is composed of a first die plate(12) in an upper position, a second die plate(14) in a lower position, a first capstan(16) in a lower first die plate and a second capstan(18) in a lower die plate. The revolving speed of the upper capstan is adjusted by the revolving speed of the lower capstan and the revolving speed of a control capstan is adjusted on the basis f the revolving speed of the standard capstan so as to improve safety.
