An integrated, efficient, timely and easy to use system and method is disclosed for product and service procurement by an orgaization from outside vendors. The system incorporates best business practices. The system provide s for posting of a requestion requesting bids for the provding of a product or service at a publicly accessible site, such as a server attached to the Internet (15). The publicly accessible site allows registered product and service providers the option of entering bids, revising bids and withdrawing bids during a preset bidding period (16). Upon the closing of the bidding period, the bids are reviewed (20) and a successful bidder is awarded the contract to provide the service or product (21).
