Described is a method of generating at least one stable oxidizing bromine compound, the method comprising the following steps: (1) Providing a solution comprising an alkali or alkaline earth metal bromide and a halogen stabilizer selected from the group consisting of R-NH2, R-NH-R1, R-SO2-NH2, R-SO2-NHR1, R-CO-NH2, R-CO-NH-R1 and R-CO-NH-CO-R1 wherein R is a hydroxy group, an alkyl group or an aromatic group and R1 is an alkyl group or an aromatic group. (2) Adjusting the solution to a pH ranging from about 4 to about 8. (3) Adding an oxidizer to the solution wherein the oxidizer is selected from the group consisting ozone, peracetic acid, hydrogen peroxide and oxidizing bromine compounds. (4) Generating at least one stable oxidizing bromine compound in the solution. Also described are methods of control of microbiofouling in which an oxidizing agent is added, wherein the above stable oxidizing bromine compound is used as the oxidizing agent.
