PROBLEM TO BE SOLVED: To improve the adhesive properties of an adhesive without generating an operation trouble even when a primer is not applied. SOLUTION: In a method for producing an inner surface-coated steel pipe, the inner surface is lined with a vinyl chloride resin. A vinyl chloride resin pipe 3 is heated from its outer surface. When the temperature of the outer surface of the pipe 3 is 50-70°C, and the temperature of the inner surface is lower by at least 10°C than that of the outer surface, the adhesive is applied on the outer surface of the vinyl resin pipe. After that, the adhesive-coated vinyl chloride resin pipe 3 is inserted into a steel pipe, and the steel pipe into which the vinyl chloride pipe is inserted is charged in a heating furnace.
