PROBLEM TO BE SOLVED: To efficiently decrease computational complexity for selecting a block size used for intra-prediction encoding.SOLUTION: An arithmetic part performs a following process when a prediction direction of intra-prediction on a first block in an image included in a moving image refers to pixels referred to by the prediction direction of the intra-prediction on the first block in intra-prediction on a second block including the first block. That is, the arithmetic part generates a prediction result based upon the prediction direction of the first block using a prediction result based upon a prediction direction of the second block. An encoding part performs encoding utilizing a prediction result of the arithmetic part.SELECTED DRAWING: Figure 4
